RULES AND REGULATIONS

GAME RULES

  • Prairie Basketball League Inc. is subject to the current FIBA Basketball rules. The following rules stated below will highlight the major details and any amendments made to the FIBA Basketball Rules.

LINEUP POLICY

  • A minimum of 8 and a maximum of 15 players per team.

  • The lineup submitted prior to the tip-off of any team’s first game of the season will be considered as the official lineup for the rest of the season. Further changes and/or addition of players will not be permitted.

  • All Players must meet the criteria (Age, Nationality, etc) in the division they wish to participate in - must be able to provide proof if required by the officials, otherwise the player will officially be taken out of the roster and may not be replaced once the team has played.

  • All Players must sign the PBL Inc. Waiver Form prior to participating in any games.

GAME TIME POLICY

  • A minimum of 5 players from each team shall be present to officially start a game. 

  • Any team who fails to have 5 players present 15 minutes after the official game time will be given a 0-20 loss by default.

DURATION

  • Warm up - 10 minutes.

  • Quarters - 10 minutes.

  • All quarters will be running clock until the final 2 minutes of the 4th Period and Overtime Period/s unless a team is up by 20 points.

  • 2 minute break between each quarter and overtime period/s.

  • Half Time Break - 5 minutes.

  • Overtime - 5 minutes.

  • Shot Clock - 24 Seconds.

  • Timeouts - 1 minute.

  • 1st Half - 2 Timeouts.

  • 2nd Half - 3 Timeouts (Automatically downgraded to 2 if the first one is not used prior to the last 2 minutes of the 4th period).

  • Overtime - 1 timeout per team.

  • Unused timeouts cannot be carried over to the next period.

FOULS

  • Maximum of 5 personal fouls per player in a game.

  • Penalty - 5 Team Fouls.

  • 4th quarter total team fouls will be carried over to the overtime period/s.

TECHNICAL FOULS AND EJECTIONS

  • All players and coaches are subject to Technical Fouls and Ejections which will be decided by the referees.

  • The Referee’s decision is final.

  • Maximum of 2 technical fouls per player/coach in a game.

  • A total of 2 technical fouls received by a player or a coach in a game will result in an automatic ejection and a 1 game suspension effective the following game.

  • 2 Ejections in a season will result in an automatic suspension for the remainder of the season.

  • A player or a coach may be given a technical foul or ejected for the following reasons:

  • Any Unsportsmanlike Action/s.

  • Excessive/Unnecessary Contact.

  • Fight/Act of Violence towards other Players, Officials, and/or Crowd.

  • Delay of Game.

  • Use of offensive language towards other Players, Officials, and/or Crowd.

TEAM BENCHES

  • Only players from the official lineup and a maximum of 2 coaches per team are allowed to be seated on either team’s bench.

  • Other individuals/spectators who are not a part of the 15-man lineup or the 2-man coaching staff shall be seated on the bleachers located on the other side of the court.

  • Any comments and/or concerns from a team or a player must be voiced out to the Table Officials through one of the team’s coaches only.

SCORES AND STANDINGS

  • The official scoresheet must be signed after the game by the following:

  • Head Coach of the winning team.

  • Head Coach of the losing team.

  • Both Referees.

  • All Table Officials.

  • Once signed, the scores are final and may not be subject to protest afterwards.

  • Team Standings will be based on a season total points system with the exception of:

  • A tie between two teams. In this case, the point difference from all the games played against each other will determine which team should be rewarded the higher seed.

REFEREES

  • A minimum of two referees must be present prior to tip-off to officially start a game.

TABLE OFFICIALS

  • A minimum of 3 table officials must be present for the following tasks to officially start a game:

  • Scoreboard and Game Clock Operator

  • Shot Clock Operator

  • Scoresheet Tracker

  • Each volunteer for the following tasks must have received sufficient training prior to becoming a table official with the exception of:

  • A volunteer in training under the supervision of a table official with sufficient experience appointed by one of the Board of Directors.

DECISION MAKING PROCESS

  • Any matter or conflict that cannot be resolved through one of the rules mentioned above will undergo further investigation and discussion performed by the League Officials. The final decision will then be voted on by the Board of Directors.

PAYMENTS

  • All payments received by PBL Inc. are non-refundable.
